For that you need a campaign, and from what I heard of it, waterwars is more of a mp with open maps without any form of a story

What about kids that look like the kids in Psychonauts? Those have a cartoony look that I thinkll look well in waterwars

I think itd be fun if a gamemode in waterwars had always slower gamespeed/movement speed and higher gravity (realistic jumping), just because I prefer to play fps games like that =P

In my map I have some sniper spots, so a sniper rifle is really needed, shooting from end to end in a 12 sized map without a sniper, not really possible =P
