If you want a cheap but good C++ book, I'd go for Mike McGrath's "C++ Programming in Easy Steps", which is normally $15.
You could always just go to a library, too.
Speaking of a 13-year old good at HTML, PHP and CSS, I saw on the news the other day about some kid who's like, 12, and he has this big ol' blog or something that he made on his own, not to mention iPhone apps...

I'd recommend you start with the C stuff first, since we only use a subset of C++

aha no sorry. you see i'm creating a big massive kingdom but it will be full of cities and what not. to do this i need to have a lot of maps. so i want it so that when someone hits the space bar at only one specific door that it will take them to a new map which will be the inside of the building the door is on. do you get what i'm trying to say?
by the way. where do you start when you want to sart scripting it?
