How do you make custom commands?

Yeah, this ones been bugging me for a while. I know my autosave script requires you to type "/autosave" into the console in order for it to work.
These commands are different though. They have a different functionality. Each command will have a different effect. One may drop an item infront of you. One may add cash. One may add health etc. What I need to know is how each command starts and how to end it. Then, i need to know how to add effects like health, strength or agility.
These commands are for a cheat system. As explained on the last page of "Sandbox Apps Ideas".
Another system i will be creating is the acheivements module. Accessible via the main menu and each acheivement gets you a set amount of points. Once you hit a certain value you will get a code that can be used to access a special mod for that game or even a code to access a game.
