How to achieve the fog effect used in "rpg_snow" map

Well, I was looking around the rpg_snow map, which is one of my favorite maps by the way, and when looking up at the sky noticed there there is a moving fog. How does one go about placing this in their own maps? This effect would be perfect for a map in the game I am working on, as it is a snow map, and would really like to know how to do this. Any ideas?
