Anyone know how to make a transparent decal/texture and use it in SB?

yea! its really good - and its got a great community.
Any 2d art you want done - do it on this, and any questions on how to use it ask me - I've used it for about 5 years now

there's also Gimp portable, which you don't need to install on a computer. You can use it on a USB and take it around.
Google PortableApps and go to their site. There should be an app index.
