Could I take a picture with like my webcam and make that into a Texture that could be put into PAS?

Yes you can.

You can have any picture from anywhere atleast it is a jpeg and png image your fine.

Okay Then.

I've created many textures from pictures. One thing to remember, when doing it, is to use some multiple of 16 dpi. In other words, 512 * 512 is good. 128 * 256 can be done. Stuff like that.

If you take the pictures, then there's no problem. If you gather pictures from the web, then be sure that the copyright allows you to use, modify and distribute them. Otherwise, they could cause problems when you go to distribute them to others.
