i have figured out that there is barely anything in the prebuild files that i can use for my game so i need some software that can help me make the elements i need....but they need to be free sorry but i dont have much money to spend on making the game yet

i need to create vehicles charecters tiles and objects...and maybe more but this is what i know to start it now

For modeling:
Blender
Wings 3D
Google Sketchup

For creating textures and texturing models:
Tattoo 3D
MaPZone Editor

Those sites should fulfill your needs and they're free.
