Okay, I couldn't say what the problem is. I think there's a command you can run in command prompt to get a report of your computer's stats, and a bunch of internals, but I don't recall what it is.

if it's what I'm thinking of it's dxdiag


I have a 1.8 ghz processor, is that not powerful enough to run sandbox properly?

Well I have a 2.0 Ghz and it runs ok, so I think yours should run fine too.
Ofcourse if you have big and detailed maps then its not enough (for example I built most of my castle map with 5-10 fps)

It should be. What would have issues is your GPU. Post up the output of dxdiag within

Can you post up the name of the drivers that dxdiag reports that you are using?

out of curiosity, have you tried to turn off vertex animation for the water, or even try to max the smoothing (the higher the value, the greater the distance between vertexes)
