Graphic Bug, White Lines on Screen!

I just got Platinum Arts Sandbox Gamemaker and I found a graphical glitch first time starting up.It Doesn't matter if in rpg, ssp, fps or edit mode every time I enter the GUI flashes on and of and so does the console and a few seconds after, white horizontal lines go across the screen making it hard to do anything.I have reinstalled a number of times.Any help is appreciated, thanks in advance.
